The Head of the Local Government Service of Ghana, Prof. Lord Kwaku Mensah, on Wednesday, February 11, 2026, paid a working visit to the Mfantseman Municipal Assembly as part of his nationwide engagement with Metropolitan, Municipal and District Assemblies (MMDAs).
Addressing management and staff, Prof. Mensah reiterated his vision for the Service, which aligns with the broader mandate of the institution. He emphasized decision-making based on credible data, professionalism as a core value, and the promotion of strategic Public-Private Partnerships to drive development. He further highlighted the importance of physical decentralization, urging Assemblies to strengthen fiscal and financial management systems to enable MMDAs to independently undertake key responsibilities such as salary payments and infrastructure development.
Reflecting on his observations since assuming office in June 2025, the Head of Service identified challenges including punctuality, discipline, weak adherence to reporting lines, poor leave management, and limited capacity-building opportunities for staff beyond Heads of Departments. He stressed the need to respect official working hours (8:00 a.m. – 5:00 p.m.), uphold administrative procedures, and ensure professionalism in departmental leadership. He also cautioned against unethical practices such as altering dates of birth to extend tenure and encouraged officers due for retirement to proceed on pension in accordance with the law.
Prof. Mensah noted persistent infrastructure deficits affecting key departments such as Social Welfare and Community Development, Agriculture, and Environmental Health and Sanitation. He called for deliberate efforts to adequately resource these critical units, whose work directly impacts community development and service delivery.
Among new initiatives introduced is a nationwide staff rationalization exercise across Regional Coordinating Councils and MMDAs to address disparities in staff distribution. He directed strict compliance with postings, warning that non-compliance will attract sanctions.
To enhance staff welfare and productivity, he encouraged the establishment of office crèches to support nursing mothers. He also announced the introduction of an e-learning platform requiring a minimum of 40 hours of annual training for continuous professional development. Additionally, a partnership with Celltel Networks Limited has been initiated to provide reliable internet connectivity across all MMDAs to improve efficiency and service delivery.
The Municipal Assembly expressed appreciation for the visit and reaffirmed its commitment to strengthening professionalism, accountability, and service delivery within the Municipality.
