Inauguration of the Ninth Assembly
Out of the 18,755 candidates, 6,215 were elected to serve in the 259 MMDAs, per Section 5 (1) (b) Local Government Act, 2016 (Act 936) which states that “A District Assembly shall consist of one person from each electoral area within the district elected by universal adult suffrage following regulations made for the purpose by the Electoral Commission” of which Mfantseman Municipal Assembly is not an exception to that.
The inauguration follows the successful District Level Elections in December last year that elected new assembly and unit committee members to serve in the various assemblies for the next four years.
In a brief remark, the Hon. Municipal Chief Executive (MCE) Hon Ike Lord Ennu, welcomed everyone to the ceremony. He reminded the gathering of the rich political history of Mfantseman especially Saltpond in terms of the struggle for political independence of Ghana.
He therefore took the opportunity to urge everyone to contribute their quota towards attaining economic independence of the Municipality so as to bring to fruition the aspirations of the forbearers who sacrifice their rots to attain independence for Ghana.
He concluded his remarks by congratulating Hon. Members and calling upon them to join hands with Management to make sure that, the decentralization concept is felt by the citizenry of Mfantseman.
The Municipal Coordinating Director Mr. Justice Amoah who doubles as the Secretary to the Assembly introduced all dignitaries present for the ceremony.
Hon. Members were sworn into Office by the District Magistrate, His Lorship, Erasmus Narh by taking the official oath, oath of Office and Oath of secrecy.
The President, H.E. Nana Addo Danquah Akuffo Addo’s inaugural address marked as appendix ‘A’ was delivered by the Central Regional representative to the Council of State, Odeefuo Afankwa III to the House. He concluded the address by the President by declaring the Ninth Assembly of the Mfantseman Municipal Assembly duly inaugurated for and on behalf of the President.
At the close of nominations, two Hon. Members, Hon. Abraham Eshun and Hon. Emmanuel Amankwah Bugyei were nominated and seconded to stand for one to be elected as Hon. Presiding Member for the first two Sessions of the Ninth Assembly.
After two rounds of voting, Hon. Emmanuel Amankwah Bugyei was elected as the Hon. Presiding Member.
The outcome of the first round of voting was Hon. Abraham Eshun, 17 votes representing 31% and Hon. Emmanuel Amankwah Bugyei 35 votes representing 65%.
Total votes cast 52 ,Total valid votes cast 52, Second round of voting Hon. Abraham Eshun 17 votes representing 31% Hon. Emmanuel Amankwah Bugyei 36 votes representing 67% Total votes cast 53 Total valid votes cast 53.
The Hon. Presiding Member was sworn into Office by taking official oath, oath of office and oath of secrecy administered by His Lordship, Erasmus Narh.
The Hon. Presiding Member in his acceptance speech, expressed his sincere gratitude to Hon. Members for the confidence reposed in him by electing him into Office. He appealed to Hon. Members to work hand- in- hand with the various Heads of Departments, Units and Agencies to help accelerate the development of the Municipality.
To fast track the pace of development, he assured that, various digitalized channels and platforms shall be used during his tenure of Office to hold meetings so as to bring to the barest minimum, the inconveniences that comes with attending meetings at centralized points.
On a motion moved by Hon. Francis Kow Dotse and seconded by Hon. Abigail Grant-Fynn, the House adopted the Akan and English languages to be the official languages of communication during meetings of the House.
In a brief speech, the Member of Parliament Hon Ophelia Mensah Hayford congratulated Hon. Members on their assumption of Office. She expressed her desire and readiness to work hand- in- hand with Hon. Members to accelerate development of the Municipality as that was the only reason why they were all voted into Office.
She concluded her speech by calling on everyone to be ambassadors of a clean and safe environment that is habitable to the human race.
